There have been lots of iinqueries about SVC lately. If one or more of the
interested parties wants to sponsor development, I will do it.

Geneva is the "validation meeting", and is not finished yet. It also
speeks about MVC.
So, no, the standard is not out, but the last draft will not move a lot :

Not "release" yet.
There are differents kinds of scalability in it :
- spatial scalability in order to adapt spatial resolution on the "client-side"
- temporal scalability ... temporal...
- fine granularity scalability based on enhancement layer ( e.g the client receives a base quality layer, and if the channel allows it or its ressources etc., the client will be able to receive and decode a final stream composed of the base layer + some enhancement layers)
- etc.

FGS (fine grain scalability) has been removed from the latest joint
draft (which is now considered final). What is left is spatial
scalability, temporal scalability, coarse grain and medium grain
scalability.
 
I was already studying the x264 code and the JSVM reference software
when you started this SVC email thread. I don't have much code yet,
but maybe I can show you what I have when it gets more mature. Perhaps
then could you give me general advice or tell me if I'm going in a
wrong direction.
It would be great if my work could contribute to the
